In compliance with the directive of President Ferdinand R. Marcos Jr. for the proactive delivery of efficient public service, the Department of Human Settlements and Urban Development (DHSUD) has launched town hall meetings to engage homeowners’ associations (HOAs) and guide them toward community development.
Led by Supervising Senior Undersecretary Sharon Faith Paquiz, a team from the DHSUD Central Office kicked off the HOA town hall meetings by engaging the Fairway View Homeowners Association, Inc. in Dasmariñas, Cavite, in a dialogue on Thursday.
Attended by around 182 residents, the community dialogue focused on clarifying concerns surrounding the association’s suspension and guiding officers and members on the requirements and process for re-registration with DHSUD.
“Ito po ay alinsunod sa direktiba ni Pangulong Marcos Jr. para ilapit natin sa ating mga kababayan ang mas mabilis, malinis, at may malasakit na serbisyo publiko,” said Secretary Jose Ramon Aliling.
“Asahan po ninyo na tuluy-tuloy ang pagbaba ng DHSUD sa ating mga HOAs upang mas paigtingin ang ating partnership sa ating mga stakeholders. Mas marami po tayong magagawa kung sama-sama at tulung-tulong,” he added.
For her part, Supervising Senior Undersecretary Paquiz stressed the importance of proactive engagement with HOAs to keep their members and officials informed of the latest DHSUD guidelines.
“This dialogue underscores the importance of compliance, transparency, and shared responsibility in strengthening our HOAs,” Paquiz said.
“Well-informed HOAs mean empowered homeowners,” she added.
During the town hall meeting in Fairway, the DHSUD team led the discussion and addressed questions raised by residents, emphasizing that the Department’s regulatory role is anchored on protecting homeowners and ensuring orderly, accountable, and empowered communities.
Joining Senior Undersecretary Paquiz were Undersecretary Roman Nicholo Molina, Homeowners Associations and Community Development Bureau (HOACDB) Director Ma. Lorina Rigor, and DHSUD Regional Office 4A Director Lyndon Juntilla, along with other bureau and regional office personnel.
DHSUD officials reiterated that the re-registration of Fairway HOA is a crucial step in restoring the association’s legal standing and enabling it to properly perform its functions, including managing community affairs, safeguarding members’ rights, and ensuring transparency in operations.
Secretary Aliling also reiterated the Department’s open-door policy and commitment to dialogue with all stakeholders, especially HOAs facing challenges.
