P300M investment boosts auto, industrial operations in Clark

Reinforcing Clark’s growing stature as a leading industrial hub in the country, HMWS Inc., a manufacturing firm specializing in automotive electrical systems and industrial equipment, is investing P300 million to expand its operations within the Freeport.

The move is expected to create at least 200 new jobs and enhance workplace amenities for its growing workforce.

A Clark locator since 2011, HMWS Inc. signed its expansion agreement with the Clark Development Corporation (CDC) on May 8 at the Clark Visitors Center, marking another milestone in the company’s long-standing relationship with the Freeport.

“This is a continuation of what I would describe as a successful partnership between our vision and the remarkable work ethic of the Filipino people,” said Kevin John Woodbine, HMWS Inc. President and Chairman of the Board.

Woodbine noted that the company’s expansion includes the addition of sports, gym, and health facilities to support employee wellness—underscoring a holistic approach to industrial growth.

The expansion also reflects a wider shift toward employee-centric infrastructure within Clark, where development goes hand in hand with quality of life.

“As the estate manager, CDC must help provide the facilities and environment that foster real work-life balance,” said CDC President and CEO Atty. Agnes VST Devanadera. “The best way to maintain industrial peace is by reaching out to workers and ensuring they have the necessary resources.”

Woodbine praised the CDC’s forward-looking management style, describing it as “proactive, innovative, visionary, and approachable.”

Key officials of Clark Development Corporation (CDC) who joined the signing ceremony were Vice President for Legal Affairs Atty. Gloria Victoria Taruc, Vice President for Security Services PMGen. Lina Sarmiento (Ret.), Vice President for Administration and Finance Jose Miguel de la Rosa, and Vice President for Engineering Services Engr. Teresito Tiotuyco. “In the past few years, it has been refreshing to see a CDC team that is truly supportive of its locators. The difference has been noticeable and impressive,” he added.

Beyond the automotive sector, HMWS Inc. also fabricates equipment for the mining, agriculture, and marine industries—diversifying its portfolio while deepening its investment in local talent and industrial capabilities.

As Clark Freeport continues to attract new investments, initiatives such as HMWS Inc.’s expansion reinforce the area’s strategic role in driving regional economic growth.
