The City Government of Carmona, in partnership with SM Prime Holdings, has marked the topping-off of the New Carmona City Hall, a key component of the 200-hectare SM Carmona Central in Cavite.
The ceremony signals progress in integrating civic infrastructure within the mixed-use estate, formerly known as Carmona International City. The new city hall is positioned as the institutional anchor of the development, which is planned to combine governance, commercial, transport, and future residential components within a single master-planned district.

Carmona became a component city in July 2023 and has since expanded its administrative and economic footprint in the province. The new facility is intended to support public service delivery for its growing population.

“This City Hall represents accessibility, transparency, and modern governance,” said Carmona City Mayor Dahlia Loyola. “It reflects the direction Carmona is taking—forward, structured, and ready for the future.”
SM Prime said the inclusion of civic infrastructure at an early stage reflects its long-term estate development approach.

“At SM Prime, we believe nation-building begins with long-term investment in places with strategic potential,” said Jessel Kabigting, senior vice president and head of estate management and development of SM Prime. “The New Carmona City Hall ensures that SM Carmona Central grows with structure and purpose, with governance at its center.”

SM Carmona Central is planned to include a future mall near the South Luzon Expressway interchange, a campus of National University, a proposed bus rapid transit line, and a network of commercial and institutional spaces.

Carmona hosts established industrial zones such as the Carmona Industrial Estate and Southwoods Industrial Park. The integration of civic, transport, and commercial elements within SM Carmona Central is positioned to support further growth in the southern corridor of Luzon.
The topping-off marks the transition of the city hall project toward completion, reinforcing the district’s role as an emerging expansion area in Cavite.
