The Social Housing Finance Corporation (SHFC) has approved Phase 2 of the Makabagong San Juan Pambansang Pabahay project in San Juan City, marking a milestone for more than 1,000 beneficiary families who have waited over seven years for permanent housing.
Approved on January 29 under the leadership of SHFC President and CEO Federico Laxa and the agency’s Credit Committee, the development forms part of President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
Touted as the tallest vertical housing project under the 4PH program to date, the 34-story building is expected to provide homes to more than 1,100 families in the city. The development will include over 130 parking slots and four commercial units intended to support residents’ daily needs and spur local economic activity.
“This long-held dream of San Juan families is finally coming to fruition. Through our strong collaboration with the local government led by Mayor Francis Zamora, the long wait is finally over,” Laxa said.

SHFC, which operates under the Department of Human Settlements and Urban Development headed by Secretary Jose Ramon Aliling, said the project reflects its continuing push for affordable and sustainable housing solutions in dense urban areas. The agency is marking its 22nd founding anniversary this month.
Phase 2 follows the approval of Phase 1 in September last year, which will likewise deliver homes to over 1,000 families in San Juan.
Beyond Metro Manila, SHFC’s vertical housing portfolio continues to expand. In San Fernando City, Crystal Peak Estates is now home to more than 50 families, with an additional 900 units ready for occupancy. In Davao City, People’s Ville has completed 14 buildings and has accommodated over 200 families. In Manila, 172 units at San Miguel de Manila Residences have been completed, while work continues at Port Town. Construction is also ongoing at Valley View Township in Tagoloan and at Tandikan Ville in Puerto Princesa City.
