SHDA inducts 2026 officers, aligns agenda with 4PH rollout and revised housing policies

The Subdivision and Housing Developers Association (SHDA) formally inducted its 2026 set of officers, setting the tone for a year focused on implementation—supporting member developers as national housing reforms move from policy to on-the-ground delivery.

Led by Chairman Engr. Francis Richmond Z. Villegas and National President Kerwin V. Padua, the new leadership takes office as the housing sector enters a critical phase under the Expanded Pambansang Pabahay Para sa Pilipino (4PH) program. Introduced in late 2025, the expanded framework now includes horizontal developments, broadening options for both developers and beneficiaries.

The oath-taking ceremony was led by DHSUD Secretary Jose Ramon P. Aliling, with senior officials in attendance. The event also featured briefings on national housing priorities for 2026, including expanded housing options, faster project approvals, and continued collaboration with private-sector developers.

A key policy development shaping the year ahead is the recent adjustment of socialized housing price ceilings under Joint Memorandum Circular 2025-001, jointly issued by DHSUD and the Department of Economy, Planning, and Development. The revised ceilings set a maximum price of ₱950,000 for horizontal or subdivision-type projects and ₱1.8 million for vertical or condominium units with a minimum floor area of 27 square meters—changes that directly affect project feasibility and planning across markets.

“With the implementation of revised policies, private-sector developers are expected to deliver around 250,000 housing units this year alone,” said SHDA Chairman Villegas. He noted that the association will continue to guide members through compliance requirements, project planning, and efficient delivery to ensure alignment with government policies while addressing the needs of Filipino families.

Beyond regulatory alignment, SHDA’s 2026 agenda emphasizes stronger policy coordination and deeper private-sector participation to help address financing, project viability, and implementation challenges affecting housing projects nationwide. According to SHDA National President Padua, the focus is on helping developers translate policy into output. By fostering innovation, improving project planning, and encouraging knowledge exchange, the association aims to support members as they navigate an evolving housing landscape.

To support engagement and collaboration within the industry, SHDA will hold its 4th Annual Golf Cup on March 26, 2026, at Wack-Wack Golf and Country Club in Mandaluyong City. The association is also preparing a study tour for members in select Asian countries—including Vietnam, Thailand, Japan, Singapore, and Malaysia—to benchmark best practices in housing and urban development and explore strategies applicable to local projects.

Joining Villegas and Padua on SHDA’s 2026 Board of Governors are Atty. Marianne Reyna L. Cruz as 1st Vice President, Mr. Arnold Leigh Ryan Choa as 2nd Vice President, Atty. Mena R. Ojeda Jr. as Corporate Secretary, Ms. Clarissa De Joya as Assistant Corporate Secretary, Mr. Tommy T. Tantoco as National Treasurer, Ms. Jasmin Paz Trinidad as Auditor, and Ms. Regina Hahn Siy as Chief Marketing Officer, alongside elected board members and regional chapter heads nationwide.
