Pag-IBIG Fund CEO Acosta highlights innovative financing models for 4PH Projects at the 33rd SHDA–DHSUD National Developers Convention

Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta joined the nation’s leading housing developers, policymakers, and industry partners at the 33rd SHDA–DHSUD National Developers Convention, held on October 9–10, 2025 at the Makati Shangri-La Hotel.

In her address, Acosta shared how Pag-IBIG Fund continues to innovate its financing programs for the government’s Expanded Pambansang Pabahay para sa Pilipino (4PH) initiative, introducing models that make housing more inclusive, sustainable, and developer-friendly through affordable interest rates, streamlined processes, and digital innovations.

“As we recalibrate our strategies for a better tomorrow, Pag-IBIG Fund remains committed to providing the financing models that empower our partners to build more homes and create a brighter future for Filipino families,” Acosta said.

These initiatives reflect Pag-IBIG Fund’s continued support for the Marcos administration’s 4PH program, which aims to address the country’s housing backlog through stronger public-private collaboration. Under the Expanded 4PH Program, qualified members may purchase homes with special subsidized interest rates as low as 3 percent, making ownership more attainable for low- and middle-income workers.

For instance, a socialized house-and-lot package priced at around P850,000 may cost just over P3,500 per month, while a condominium unit worth P1.8 million may require about P7,500 monthly, based on Pag-IBIG Fund’s current housing loan tables.

To further improve accessibility, Pag-IBIG Fund launched the Expanded 4PH Online Sign-Up Facility, which connects members directly to accredited housing projects and allows them to begin their home-buying journey with just a few clicks. The Fund has likewise expanded its digital public auction platform (COPA) and Rental Housing Construction Loan (RHCL) facility, enabling both developers and members to explore new opportunities across the housing market.

The 33rd SHDA–DHSUD Convention gathered key leaders to discuss housing production targets, innovative financing, and sustainability strategies aligned with the national goal of building six million homes by 2028.
