The Clark Development Corporation (CDC) has completed the P126-million upgrade of a major road leading to Clark International Airport and the future Clark Multi-Specialty Medical Center, a development seen to ease congestion and boost connectivity in the Freeport Zone.
The 3.8-kilometer northbound stretch of Prince Balagtas Avenue has been widened into a dual carriageway and fitted with new sidewalks, a drainage system, curbs and gutters, a dedicated bike lane, streetlights, and thermoplastic road markings. The project also reconfigured the intersection with Panday Pira Road into a roundabout to ease truck movement from a nearby quarry.

“This avenue leads to the Clark International Airport and the upcoming Clark Multi-Specialty Medical Center,” said CDC president and CEO Atty. Agnes VST Devanadera. “This is a project not only for Clark as an eco-zone, but also for the surrounding community. It supports mobility for locators, investors, residents, and visitors.”
According to CDC Construction Management Division Manager Rogelio Magat, the improvements also covered utility reinforcement, the relocation of a 69-kilovolt transmission line, and the repositioning of the Marcos Village gate to eliminate traffic obstructions.

An ongoing North Gate development along the same avenue is also expected to further strengthen access and security at the Freeport’s entrance.
The upgraded road is anticipated to improve accessibility for workers, locators, and nearby communities, supporting Clark’s role as a growing hub for business, tourism, and healthcare.
