MGEN powers up Visayas with new energy storage facility

Meralco PowerGen Corporation (MGEN) is set to build a 49-megawatt (MW) Battery Energy Storage System (BESS) in Toledo, Cebu, marking another step forward in its commitment to future-proofing the country’s energy infrastructure and supporting the clean energy transition.

Designed to enhance grid flexibility in the Visayas, the new facility will help stabilize power delivery across the region, especially amid fluctuating demand and the growing share of intermittent renewable energy sources. Battery storage has become increasingly vital for balancing loads and maintaining power quality as the country ramps up its renewable energy capacity.

“This project is part of our broader commitment to strengthen the reliability of the grid and accelerate the country’s transition to a cleaner and more sustainable energy future,” said Emmanuel V. Rubio, President and CEO of MGEN. “Battery energy storage will be critical in managing variability in supply and demand, particularly as we integrate more renewable energy into the system.”

The Toledo facility is MGEN’s second major foray into battery storage. The energy arm of Meralco is also developing MTerra Solar, a large-scale solar-plus-storage initiative in Nueva Ecija that features a 4,500 megawatt-hour (MWh) energy storage system to support a 3,500 megawatt-peak (MWp) solar power pipeline across Luzon.

Construction of the BESS in Cebu will be phased, with the first 25MW expected to go online by 2026. The remaining capacity will follow in 2027, pending regulatory approvals.

Through these developments, MGEN reinforces its role in building a more resilient and responsive power system—one that aligns with the national push for cleaner energy and long-term energy security.
