The Social Housing Finance Corporation (SHFC) and the Home Development Mutual Fund (Pag-IBIG Fund) have solidified a strategic alliance to accelerate the implementation of the government’s flagship Pambansang Pabahay para sa Pilipino (4PH) Program.
Signed through a Memorandum of Agreement (MOA) on Labor Day at the Pag-IBIG Fund Corporate Headquarters in Makati City, the partnership unites two key agencies under the Department of Human Settlements and Urban Development (DHSUD) in a bid to fast-track the delivery of affordable housing to Filipino families. SHFC President and CEO Federico Laxa and Pag-IBIG Fund CEO Marilene Acosta led the ceremonial signing.
Under the agreement, SHFC will oversee the planning, development, and implementation of 4PH housing projects, particularly those targeting low-income earners and informal settler families across the country. Meanwhile, Pag-IBIG Fund will provide the necessary financing support to ensure the timely rollout of these developments.

Among the initial projects covered under the partnership are 3,440 housing units in San Fernando City, Pampanga; 1,200 in Calinan District, Davao City; 2,135 in Tondo, Manila; and 425 in Sta. Mesa, Manila.
“We are confident that this endeavor, which brings together SHFC’s deep community engagement and project development experience and Pag-IBIG Fund’s robust financial services—will produce excellent results. Together, we will not just be building homes, we are building lives and transforming communities through dignified housing,” said Laxa.
Echoing this sentiment, Acosta expressed optimism that the collaboration will help both institutions fulfill their shared mission of empowering Filipino workers through homeownership. “This partnership is a celebration of what we can achieve when agencies work together for a common goal,” she said.
DHSUD Secretary Jose Rizalino Acuzar, architect of the 4PH Program, delivered a message of full support for what he described as a “game-changing” initiative. He underscored his commitment to uphold integrity, transparency, and accountability in managing all government funds under the program.
Currently, SHFC is leading 81 4PH projects nationwide. These include the People’s Ville development in Davao City, Crystal Peak Estates in San Fernando, Pampanga, and an upcoming site in Tagoloan, Misamis Oriental. Collectively, these projects are expected to deliver over 160,000 housing units.
Also present at the MOA signing were SHFC Executive Vice President Atty. Junefe Payot; Resettlement Services Group Vice President Bob Flores; Legal Affairs Group Vice President Atty. Melanie Valenciano; 4PH Central Luzon Head Prandy Vergara; and SHFC Board Member Atty. Emiliano Reyes.
