SHFC-DOTr to build housing for 4,500 displaced railway families in Cavite

In a significant step toward inclusive and sustainable housing, two major housing developments—Golden Sunrise and South Savannah—are set to provide safe and decent homes for families affected by the Department of Transportation’s (DOTr) North-South Commuter Railway (NSCR) Extension Project.

To rise in Barangay Malainen Bago, Naic, Cavite, these projects underscore the commitment of the Social Housing Finance Corporation (SHFC) and the DOTr to fostering community-driven, accessible living spaces.

During the groundbreaking ceremony on January 30, SHFC President and CEO Federico Laxa, reaffirmed SHFC’s active role in spearheading the two projects. “As part of a comprehensive inter-agency effort to address the social displacement of affected families, these housing projects are designed to be highly livable, offering essential utilities and convenient access to key facilities and services,” he said.

DOTr Undersecretary Jeremy Regino, Naic Vice Mayor Junio Dualan, and Japan International Cooperation Agency representative Fukui Keisuke expressed their strong support for the initiatives, highlighting their significance in addressing the housing needs of displaced families.

President Laxa reiterated SHFC’s unwavering commitment to the NSCR project, stating: “We at SHFC fully support this government initiative led by the DOTr. I would also like to express my gratitude to the Naic local government, members of the community, DHSUD, the Department of the Interior and Local Government, the Philippine National Railways, the Presidential Commission for the Urban Poor, and the Commission on Human Rights for their invaluable support.”

For his part, Vice Mayor Dualan thanked all agencies involved, emphasizing the project’s collaborative nature. “This is not just a relocation project—it is a collaborative effort between government agencies, the local government, and the community.”

The Golden Sunrise project spans over seven hectares and will provide homes for more than 2,520 families, while South Savannah, covering six hectares, will accommodate 2,000 families. Both projects will serve as permanent housing for families displaced by the DOTr NSCR Extension Project, ensuring they have safe, stable, and dignified communities to call home.

Strategically located 47 kilometers south of Metro Manila, Naic provides a balance between suburban living and economic opportunities in nearby business districts such as Dasmariñas and General Trias. The town is well-connected through major road networks, including CAVITEX and Tanza-Trece Martires Road, ensuring easy access to Metro Manila and neighboring provinces.

Beyond its partnership with the DOTr, SHFC actively implements the Pambansang Pabahay para sa Pilipino (4PH) Program, under the guidance of DHSUD Secretary Jose Rizalino Acuzar.

Among its upcoming developments are Crystal Peak Estates in San Fernando City, Pampanga, People’s Ville in Davao City, and Valley View Township in Tagoloan, Misamis Oriental, all set for turnover soon. Meanwhile, another 4PH project in Naic, Parlas, is currently under construction.
