More Filipino workers were able to secure homes in 2025 as Pag-IBIG Fund’s housing loan releases climbed to P140.54 billion, up 8 percent from P129.73 billion in 2024. The amount supported 90,727 members who availed themselves of financing for home purchase, construction, renovation, or improvement, the agency said.
Pag-IBIG Fund officials noted that the milestone reflects sustained momentum in affordable housing finance, building on the agency’s efforts to widen access to homeownership. The agency was cited by President Ferdinand R. Marcos Jr. during the National Housing Expo last October for its role in expanding affordable housing.
“We are pleased to report that Pag-IBIG Fund’s housing loan accomplishment in 2025 reflects our sustained work under the Expanded Pambansang Pabahay para sa Pilipino Program, or Expanded 4PH, to help more Filipino workers secure decent homes,” said Department of Human Settlements and Urban Development Secretary Jose Ramon P. Aliling, who chairs the Pag-IBIG Fund Board of Trustees. “This supports President Marcos Jr.’s directive to accelerate the delivery of affordable housing by keeping financing accessible to our fellow Filipinos.”
Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta said the agency’s programs continue to focus on affordability for members in the Philippines and abroad, while supporting the government’s housing agenda. Of the total releases, Pag-IBIG Fund financed 7,056 Expanded 4PH socialized housing units worth P7.63 billion at a subsidized 3 percent interest rate, as well as 4,811 housing units worth P6.2 billion under its 4.5 percent promotional rate for loans of up to P1.8 million.
“Pag-IBIG Fund remains fully aligned with the directive of President Marcos Jr. to expand access to quality and affordable housing, especially for minimum wage earners and middle-income members,” Acosta said.
She added that the agency continues to roll out loan options catering to different member needs, including financing for home improvement, which allows qualified borrowers to access up to P300,000 for repairs and upgrades, payable within 5 years with a 3 percent promotional rate for the first 10,000 borrowers.
Under the Expanded 4PH, qualified first-time homebuyers, including OFWs, may avail themselves of a subsidized 3 percent housing loan for socialized units, with the rate fixed for the first 5 years, extendible for another 5 years for eligible borrowers, and up to 10 years for the first 30,000 qualified applicants under the Early Bird Promo.
Pag-IBIG Fund also offers a 4.5 percent promotional housing loan rate for qualified first-time homebuyers, including OFWs, on loans of up to P1.8 million, reducing monthly amortization to P9,120.34 over 30 years from P11,082.91 at the regular 6.25 percent rate and allowing savings of nearly P2,000 a month; or about P71,000 over the first 3 years, for home purchase, construction, improvement, or the acquisition of Pag-IBIG Fund Acquired assets.
