SHDA convention reaffirms unified push to “recalibrate” housing strategies

The Subdivision and Housing Developers Association, Inc. (SHDA) formally concluded its 33rd National Developers Convention on October 10, 2025, at the Makati Shangri-La Hotel, wrapping up two days of dynamic discussions and collaboration with the Department of Human Settlements and Urban Development (DHSUD) under the theme “ReCalibrate: Upgrading Housing Strategies for a Better Tomorrow.”

In her presentation of the Convention Resolutions, SHDA Corporate Secretary Atty. Marianne Reyna Lina-Cruz emphasized the importance of focusing on what she called the “essential few”—the critical priorities that will yield the most meaningful results for the housing sector. “We would like to identify and focus on a small number of critical goals or priorities that have the most significant impact on our housing industry,” she said.

These “essential few” goals were formally adopted as SHDA’s collective resolutions:

• Expanded 4PH Program – Calling for the clarified and expedited issuance of implementing rules for the government’s Pambansang Pabahay Para sa Pilipino Program (4PH) and ensuring that escrow funds from developers directly translate to actual housing production.

• Updated Price Ceilings for Socialized and Economic Housing – Advocating a proactive, institutionalized process to update price ceilings every two years, aligned with economic indicators.

• Streamlined Permits and One-Stop Shops – Supporting the implementation of a Joint Memorandum Circular among multiple government agencies to digitalize and simplify land acquisition, construction, and development processes.

Atty. Lina-Cruz noted that these reforms are essential to meet the country’s housing backlog, now estimated at 10 million units. “If we are to deliver our promised 250,000 housing units in the next three years, SHDA will be unrelenting that the foregoing must be granted to us housing developers,” she declared.

She reaffirmed SHDA’s commitment to the Unified Philippine Housing Roadmap 2025–2040, emphasizing collaboration, capacity building, and best practices to deliver sustainable, inclusive housing for all Filipinos.

In his closing remarks, SHDA First Vice President Arnold Leigh Ryan Choa expressed gratitude to members, partners, and guests who contributed to the success of the two-day event. Reflecting on the convention’s theme, he reminded attendees of the industry’s vital role in nation-building.

“From seeing our concept of what makes a house a home expand to witnessing the living, transportation, and climate needs of our nation change, we as home builders and community developers have a lot to do,” Choa said. “At the heart of it all, it is all of you—all of us—who will be upgrading the housing strategies for a better tomorrow.”

As the 33rd National Developers Convention ended, SHDA reaffirmed its resolve to recalibrate strategies, strengthen partnerships, and drive collective action toward a future where every Filipino family has access to a decent, resilient, and affordable home.
